ORDER

Rule 16A Appendix VII of KSR Part I reads as under:-

   All physically handicapped employees eligible to claim Conveyance Allowance shall be eligible for Special Casual Leave for a maximum period of 15 days in a calendar year for treatment of illness connected with the physical handicap of the employee concerned in hospital or at residence on production of Medical Certificate to that effect from the authorised Medical Officers attending on them.


   As per para 1 (iv) of the G.O read above, it was ordered that Conveyance Allowance would not be admissible during leave (except casual leave), joining time or suspension.

   A doubt has arisen whether Conveyance Allowance is admissible during the period of special casual leave.

   Government have examined the matter in detail and are pleased to clarify that the physically handicapped employees are eligible for Conveyance Allowance during the time of special casual leave, since special casual leave is duty for all purposes, just like ordinary casual leave.
