No. AR- 14017/37/2008-Estt(RR)
Government of India
Ministry of Personnel, Public Grievances & pension
Department of Personnel & Training

NewDelhi, Dated the 29th April, 2011

OFFICE MEMORANDUM

Subject: Amendment to Recruitment Rules for scientific posts as per Modified Flexible Complementing Scheme based on 6th Central Pay Commission recommendations.

Attention is invited to modified FCS for Scientists based on 6th CPC recommendations issued in this Department’s OM of even number dated 10.9.2010. It has been laid down that assessment of Scientists from 1.1.2011 shall be done according to the revised provisions of the scheme. Accordingly, all the Ministries/Departments were advised to initiate action for review of the provisions of FCS and amend their recruitment rules to bring the scheme in their organization in conformity with the guidelines of DOPT.

   2. The proposal for amendment of the RRs for incorporating the revised scheme have not been received from most of the Scientific Ministries/Departments. The revised guidelines have been issued in September 2010 giving sufficient time for the Ministries/Departments to take action for amendment of the RRs. The guidelines of DOPT issued earlier make it clear that the promotions under FCS shall be from a prospective date only after the competent authority has approved the same. Under the circumstances, action should have been taken by now to amend the RRs so that assessment of Scientists could be carried as per the revised Scheme.

   3. Accordingly the Ministries/Departments are advised to take immediate action in this regard to amend the RRs so that assessment of Scientists could be carried as per the revised Scheme.

   4. Hindi version will follow.

Central govt employees’ retirement age to be extended by 2 years to 62

The government is planning to extend the retirement age of all central government employees by two years  from the current 60 to 62 years. Sources said that an in-principle decision has been taken in this regard and the department of personnel and training (DoPT) has begun the work to implement the same. A formal announcement to this effect is expected this year itself.

The last time the government extended the retirement age of central government employees was in 1998. It was also a two-year extension from 58. This was preceded by the implementation of the 5th Pay Commission, which had put severe strain on government’s finances. Subsequently, all state governments followed the Centre’s policy by extending the retirement age by two years. Public sector undertakings followed suit too.

The decision to extend the retirement age is well-timed both politically and economically.

The UPA government reckons the move would be a masterstroke. At a time when it is buffeted by several corruption cases, it is felt that the extension of the retirement age will go down well with the middle classes. Economically also, the move makes sense because by deferring payment of lump sum retirement benefits for a large number of employees by two years, the government would be able to manage its finances better.

“An in-principle decision has been taken to increase the retirement age by two years within this year itself. This would reduce the burden on the fisc from one-time payment of retirement benefits for employees including defence and railways personnel,” an official involved in the discussion said. With the fiscal consolidation high on the government's agenda, this deferment would come handy.

There’s some flip side too if the retirement age is extended by two years. Those officials empanelled as secretaries and joint secretaries would have to wait longer to actually get the posts. And of course, there is the issue of average age profile of the civil servants being turning north.

It is also felt that any extension is not being fair with a bulk of people who still look for jobs in the government.

However, officials point out that at least it prevents an influential section of the bureaucracy to hanker for post-retirement jobs with the government like chairmanship of regulatory bodies or tribunals.

“As it is, a sizeable section of senior civil servants work for three to five years after the retirement in some capacity or the other in the government,” said a senior government official. The retirement age of college teachers and judges are also beyond 60.

As per a study, the future pension outgo for the existing Central and State government employees is estimated at a staggering R1,735,527 crore or 55.88% of GDP at market prices of 2004-05.

No IT Returns for Salaried class

Salaried class employees exempted for filing of Income Tax Returns.

‘No Filing of returns’ scheme for salaried class earning less than Rs. 5 Lakh to be notified by June, 2011

The PTI Press Release intimates that the New Policy reg. ‘No Filing of returns’ scheme for salaried class earning less than Rs. 5 Lakh will be notified by June, 2011

‘No return’ scheme for salaried class earning less than Rs. 5 Lakh to be notified by June The Chairman of Central Board of Direct Taxes ( CBDT), Sudhir Chandra, today said the scheme to exempt salaried people earning up to Rs 5 lakh annually from filing income tax returns will be notified in the first week of June. The scheme was announced in the Union Budget 2011‐12 by Finance Minister Pranab Mukherjee.

“A category of small‐salaried tax payers whose net salaried income is not above Rs 5 lakh and whose tax is deducted at source by the employer who files return, will be exempted from filing returns,” Chandra told reporters here.

“The scheme for this category will be notified in the first week of June,” he said. “But if the taxpayer is claiming a refund from the I‐T department, then he will have to file the return.”

The scheme will provide relief to about 70 to 80 lakh people from filing I‐T returns.

“We are also trying to exempt small bank‐interest income, the tax on which has been deducted at source, under this scheme,” he said.

“A new facility has been introduced on filing of electronic returns. At the click of the mouse, a portal will open…on which you can view every month how much money your employer has deducted, and whether it has been deposited in the government kitty,” Chandra said.

EPFO to call bids for managing its funds shortly

NEW DELHI: Retirement fund body EPFO has decided to call for bids from assets management companies shortly to manage its huge corpus of Rs 3 lakh crore for three-year period beginning July 1.

"The Employees' Provident Fund Organisation (EPFO) will float tenders during this month for appointment of AMCs for managing funds," a source said.

The source said that EPFO's apex decision making body Central Board of Trustees is expected to take final call on appointment of fund managers in June.

Once the tender is floated, the firms would be given 15 days time to submit their bids. Thereafter EPFO on the advice of the credit rating agency CRISIL engaged for the purpose, would take at least a fortnight to process the bids.

The list of shortlisted asset management companies would be placed before the CBT headed by the Labour Minister to take the final call.

Earlier this year as many as 11 asset management companies (AMC) responded to the expression of interest invited by the EPFO.

In addition to those who had managed the funds earlier, seven new AMCs, including ICICI Securities , UTI Securities and Kotak Securities , have evinced interest to manage the funds.

EPFO had earlier appointed SBI, ICICI Pru, HSBC and Reliance Capital as fund managers in August 2008 and their terms ended on March 31 this year. Before the appointment of the multiple fund managers in August 2008, SBI was sole manager for EPFO funds.

Since the PF body could not appoint multiple fund managers before March 31 this year, the CBT in its meeting on March 30 decided that SBI would manage all its funds for three months period till June 30 as an interim arrangement till the new fund managers are appointed.

One of the reasons for delay in appointment of the fund managers is that the EPFO had sent its tender document to Central Vigilance Commission for vetting to avoid any discrepancy in a situation when scams were surfacing.

The CVC has recently given in-principle approval to the tender document for appointment of the fund managers.

Grant of advance increments/special Allowance to Stenographers in subordinate offices for acquiring higher speed in Shorthand.

Government of India
Ministry of Railways
(Railway Board)

S. No. PC-VII 253
No.PC-V1/2010/1/7/5/2

RBE No.47/2011
New Delhi, dated :11.04.2011

The GMs/CAOs(R),
All Indian Railways & Production Units
(As per mailing list)

Sub: Grant of advance increments/special Allowance to Stenographers in subordinate offices for acquiring higher speed in Shorthand.

Following the notification of the Railway Services (Revised Pay) Rules, 2008 and issue of instructions vide Board’s letter No.PC-IV/2010/increment/1 dated 19.08.2010, this Ministry has received references from some Railways seeking clarification regarding grant of advance increments/special Allowance to Stenographers in subordinate offices for acquiring higher speed in Shorthand. An item has also been raised in DC/JCM regarding rate of above advance increment in the revised pay structure. The matter has been examined in consultation with Department of Personnel and Training and following clarifications are being issued:

Points of doubts

Clarifications

1.Whether the Scheme of grant of one or two additional increments continues in the revised pay structure effective from 01.01.2006 or otherwise?

Grant of one or two advance increments in the revised pay structure will be effective from 01.01.2006

2. Whether those becoming eligible for the same w.e.f.01.01.2006 would be granted one/two increments @ 3% at the specific stage of Basic Pay, (Pay in Pay Band + Grade Pay) or alternatively first increment @ 3% of ?100 & second at 103 if hypothetically, the basic pay on the date of passing of Stenography test happens to be ‘100.

The increment @ 3% will be counted on the specific stage of Basic Pay (Pay in Pay Band + Grade Pay) the Railway Servants are drawing on the date of passing of Stenography test.

3.As per existing scheme (Boards letter No.PC-III/74/INC/3 dated 07.11.1975) date of next increment after the grant of advance increments should remain the same. Since above additional increments are to be treated as pay forall purposes as per Board’s letter No.PC-IV/2010/Incrernent/1 dated 19.08.2010, it may please be clarified whether next normal increment will be granted to the concerned official on next 1st July ignoring date of grant of above additional increments in between or otherwise?

The normal increment will be granted to the concerned official on next 1st July ignoring date of grant of above advance increments.

4.As per existing scheme, above additional increments are admissible till promotion to higher post and these are not counted for fixation on promotion. It may please be clarified whether consequent upon the instruction dated 19.08.20 10 of Board, above increments would be reckoned for fixation of pay in the higher post.

Consequent upon the instructions contained in Board’s letter dated 19.08.2010, above increment would not be reckoned for fixation of pay in the higher post.

   2. This issues with the concurrence of the Ministry of Railways. Finance Directorate of the Ministry of Railways.
