Subject: Promotion of Section Officers of CSS to Grade-I (Under Secretary) on ad-hoc basis - updating of relieving/joining details of the officers in Web Based Cadre Management System - reg.

   Reference is invited to this Department’s Order of even number dated 18.6.2013 regarding promotion of 129 SOs to the grade of US on ad-hoc basis.

   2. As Ministries/Departments are aware this Department has since launched Web Based Cadre Management system which is currently hosted in a test server at http://10.21.145.125/ User ID & password have already been provided to nodal officers appointed by Ministries/Departments for carrying out updation of data in connection with various cadre management activities.

a time-bound manner. The progress of the work is being constantly monitored. It is, therefore, required that cadre units take up this activity also on priority basis.

   The undersigned is to refer to this Department’s O.M. of even number dated 04.02.2013 regarding Launching of Web Based software solution for Cadre Management of Central Secretariat Service (CSS). The software has already been hosted at URL http://10.21.145.125. As informed earlier, the various cadre management activities of CSS like transfer, posting, cadre clearance for deputation, voluntary retirement, furnishing of Annual Performance Appraisal Report (APAR), Immovable Property Return (IPR) etc. will be carried through the system. In order to familiarize the Nodal Officers with the system it has been decided to impart training to the nodal officers in a time bound manner.

Subject: Launching of Web Based software solution for Cadre Management of CSS

   The undersigned is to refer to this Department’s d.o. letter of even number dated 15th June 2012 and subsequent communications on the subject mentioned above. CS Division, Department of Personnel & Training is the cadre controlling authority for the three Central Secretariat Services viz. Central Secretariat Service (CSS),Central Secretariat Stenographers Service (CSSS) and Central Secretariat Clerical Service (CSCS). The cadre management functions of these services are being carried out through paper communications. It involves manual updatation of data by keeping track of each and every cadre management activity which is found to be a cumbersome task and unreliable as many of the orders issued by Ministries/Departments for posting/ transfer/ relieving on deputation / disciplinary proceedings are not received by CS Division. Absence of accurate, updated information leads to delay in carrying out cadre management activities and avoidable reworking.

   2. To obviate various difficulties presently being faced in the cadre management activities, this Department has undertaken the task of development of a web based cadre management system for the three Central Secretariat Services. The software has since been developed and is being tested at CS Division level.
