Merger of Grade Pay in Public Sector Undertakings(PSU)

Merger of 4600 and 4800 grade pay to the employees of Public Sector Undertakings

Government have not merged grade pay of Rs.4600 and Rs.4800 as per the 6th Pay Commission recommendations to the employees of Public Sector Undertakings so far.

In Parliament the Minister DR.Jitendra Singh replied in a written form to a question above quoted, that the employees of Public Sector Undertakings were not covered under the Terms of Reference of the 6th Central Pay Commission.

“The employees of Public Sector Undertakings and Autonomous Bodies were not covered under the Terms of Reference of the 6th Central Pay Commission. Though the pay scales based on the recommendations of the 6th Central Pay Commission were later extended to employees of Autonomous Bodies subject to appropriate stipulations, the same are not applicable to employees of Public Sector Undertakings.

Payment of statutory dues, salary and wages in sick,loss making CPSEs

The Cabinet Committee on Economic Affairs (CCEA) today approved the proposal for providing non-plan budgetary support of Rs. 116.86 crore for liquidation of statutory dues (Provident Fund, Gratuity, Pension, Employees State Insurance and Bonus) and salary and wages from 01-04-2013 to 31-08-2013 in respect of eleven Central Public Sector Enterprises (CPSEs) under the Department of Heavy Industry, namely Hindustan Cables Ltd., HMT Machine Tools Ltd., HMT (Watches) Ltd., HMT (Chinar Watches) Ltd., Nagaland Pulp & Paper Co. Ltd., Triveni Structurals Ltd., Tungbhadra Steel Products Ltd., Nepa Ltd., HMT Bearings Ltd. Hindustan Photo Films Limited and Tyre Corporation of India Ltd.

OFFICE MEMORANDUM



Subject: Time limit for framing of Rules and Regulations on conversion of Government Department into PSUs/autonomous/statutory body


The undersigned is directed to refer to the above subject and to state that the instructions on matters relating to regulation of service conditions of Government employees on transfer to autonomous organizations have been issued by the Department of Pension and Pensioners' Welfare. The provisions included in the relevant portion of Rule 37 (A) of the Central Civil Service (Pension) Rules, 1972 refers.

2. This Department has examined issues pertaining to service conditions,promotion / confirmation, etc. in respect of the deemed deputationists on a reference received from the administrative Ministries. It has been decided that in such cases where there is a conversion of a Government Department into PSUs/autonomous/statutory body, there must be a time frame within which a new body shall frame its rules and regulations. At the end of this period, all employees on deemed deputation should have opted either to get permanently absorbed in the new organization or revert to the Government. A maximum period of 5 years for framing of rules and another 2 years for phasing out repatriation to those opting to come back to has been prescribed. All the Ministries/Departments are accordingly advised to adhere to the time frame whenever a proposal for transfer of employees is considered as above.
