Subject:- Charging of enhanced rate of licence fee in case of out of turn Allotment.


The undersigned is directed to say that the matter of charging of three time of licence fee in case of out turn allotment till the day the allottee becomes eligible for inturn allotment of a Govt. residence has been reviewed and it has been decided to propose enhanced rate of six times of licence fee in all the cases of all out of turn allotment matures as per his seniority/priority in waiting list for allotment of that type of Govt. residence.


All allotment Sections are requested to submit the proposal for out of turn allotment at six times of licence fee for consideration of CCA.

Rajasthan government employees to get ad-hoc bonus equivalent to 30 days

An office memorandum(No.F.6(5)FD(Rules) / 2009) has been published by the Government of Rajasthan on 26 October 2010 regarding the ad-hoc bonus to state government employees for the year 2009=10.


The state government employees may be granted ad-hoc bonus equivalent to 30 days emoluments for the financial year 2009-10.


Only non gazetted employees who were in service on 31.03.2010 and continued to be in service on 01.04.2010, were drawing pay in the pay scale below 8000-13500 / Grade pay of Rs.5400/-.


The purpose of calculation of ad-hoc bonus the maximum amount of emoluments will be restricted to Rs.3500 per month.


Emoluments means, Basic Pay, Personal Pay, Deputation Allowance and Dearness Allowance but will not include other allowances such as house rent allowance, compensatory allowance etc.


The amount of ad-hoc bonus payable shall be computed assuming the month of 31 days.

Subject:-Revised Scheme for grant of Cash Award to meritorious children of 10th/12th standard Board Examination-2009 of officers and staff of the Department-Reg


The applications received from field formations for grant of Cash Award to the children of departmental officials on the basis of their performance in the 10th & 12th Board Examination held in February/

March 2009 in response to the Cash Awards Scheme-2009 circulated by this office vide letter of even no. dated 10.03.2010 have been examined/ scrutinized by this office as per the Revised Cash Award Scheme-2009.


2. Please find enclosed herewith the following in respect of the Cash Award Scheme-09 the academic year 2008-09 i.e for Board Examination-2009 held in March/April, 2009:


· List of applicants found eligible for grant of Cash Award for Class 10th &12th Board Examination-2009 (Annexure- ‘A’).

· List of applicants found not eligible for grant of Cash Award for Class 10th & 12th Board Examination-2009 (Annexure- ‘B’).

· List of applications received for grant of Cash Award for Class 10th & 12th found with some deficiencies/ incomplete (Annexure- ‘C’).


2. The Jurisdictional Commissioners / Additional Director Generals / Directors arerequested to forward representations/ complete documents/ clarifications etc. of the departmental employees in respect of the applications found incomplete/ with some deficiencies and the applicants found in-eligible for grant of Cash Awards for 10th & 12th for the academic year 2008-09, as specified in

the remarks columns of the Annexure ‘B’ and Annexure ‘C’ as applicable, so as to reach this Directorate General latest by 31th October, 2010.


3. The individual Commissionates/ Directorates are being communicated in respect of the deficiencies separately, but it is solicited that they may act on the basis of the circular to forward representations/ complete documents/ clarifications etc. of the departmental employees in respect of the applications found incomplete/ with some deficiencies and the applicants found in-eligible for grant of Cash Awards for 10th & 12th for the academic year 2008-09, as specified in

the remarks columns of the Annexure ‘B’ and Annexure ‘C’ as applicable.


4. The process of examining / scrutinizing of the proposal for grant of Cash Awards to the children of departmental employees for 10th &

12th for the academic year 2008-09 stands complete.

ORDER


Government had issued orders granting Dearness Allowance to State Government Employees and Teachers including those who come under UGC/AICTE/MES as per reference cited above. Several requests were received from different quarter from those who are due to retire on 31.03.2011, for permitting them to encash the D.A arrears instead of crediting it to the P.F. account as the amount so credited will come to the accounts of the Accountant General only after 31.03.2011.



Government after examining the matter in detail are pleased to clarifiy that DA arrears can be paid in cash to those who retire on or before 31.03.2011.

Safety Related Retirement Scheme covering safety categories with Grade Pay of Rs.1800/-. - Clarification

Sub : Safety Related Retirement Scheme covering safety categories with Grade Pay of Rs.1800/-.


Ref: Board's letter of even number dated 11.09.2010 and 24.09.2010.



AIRF and NFIR raised a doubt that a large number of staff working in Grade Pay of Rs.1800/- would not be eligible to avail the benefit of the above Scheme after financial upgradation under the MACPS.



2. The matter has been considered and it is clarified that for determining the eligibility for seeking retirement under the Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS), Grade Pay corresponding to the post against which the employee is working on regular basis will be taken into account. In the other words, the staff working on the post with Grade Pay of Rs.1800/- will continue to be eligible for seeking retirement under the Scheme even after getting financial upgradation in Grade Pay higher than Rs.1800/- under MACPS.



3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Child Care Leave in respect of female railway employees

Subject : Child Care Leave in respect of female railway employees as a result of Sixth Central Pay Commission recommendations - Clarification regarding

Please refer to Board's letters of even number dated 23.10.2008, 12.12.2008 and 23.4.2010 regarding grant of Child Care Leave (CCL).


2. In pursuance of the decision taken by the Government, the Ministry of Railways have decided to delete the condition that CCL can be availed only if the employee concerned has no LAP at her credit, subject to the following conditions:-


(i) CCL may not be granted in more than 3 spells in a calendar year.


(ii) CCL may not be granted for less than 15 days.


(iii) CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the need of Child Care Leave to the
probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.


3. It is reiterated that the CCL is to be treated like LAP and sanctioned as such.


4. These orders take effect from 1.9.2008. LAP, if any, availed by women employees before availing CCL subsequent to the issue of the Board's letter of even number dated 12.12.2008 may be adjusted against CCL, if so requested by the employee regardless of condition 2(i) and 2(ii) above.


5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject : Rate of Monthly subscription and insurance cover under CGEGIS-1980 for erstwhile Group 'D' employees placed in PB-1, Grade Pay Rs.1800/- and classified as Group 'C'.

Attention is invited to Ministry of Finance's OM No.E7.(5)-EV/89 dated 15-05-1989 updating the Central Government Employees Group Insurance Scheme-1980 (CGEGIS), circulated vide Board's letter No.PC-III/89/GIS/I dated 19-09-1989.

2. Consequent upon implementation of recommendatins of 6th Central Pay Commission as accepted by the Government and issue of revised classification vide Board's letter No. PC-VI/2009/I/RSRP/4 dated 08-01-2010, the issue of rate of recovery of monthly subscription and insurance cover under CGEGIS-1980 for erstwhile Group 'D' employees placed in PB-1, Grade Pay Rs.1800/-, have been under consideration in consultation with Ministry of Finance, the nodal Ministry for this purpose, for some time.

3. It has now been decided that subscription towards CGEGIS and insurance coverage to the erstwhile Group 'D' employees placed in PB-1 with Grade Pay Rs.1800 and classified as Group 'C' vide Board's letter No. PC-VI/2009/I/RSRP/4 dated 08-01-2010 (RBE No.05/2010), may be enhanced @ Rs.30/- per month from 1st January of the next calendar year i.e. January-2011.

4. This issues with the concurrence of the Finance Directorate of the Ministry.
