Office Memorandum

Subject: Aadhaar based Digital Life Certificate (Jeevan Pramaan).

A reference is invited to this office O.M.CPAO/Tech/Jeevan Pramaan/2014-15/218-259 dated 20/03/2015 (Copy enclosed) on the above mentioned subject whereby all the banks were advised to seed the pensioners’ Aadhaar numbers with their PPO and bank accounts so that online biometric authentication system of submission of life certificate Jeevan Pramaan may be implemented successfully. This task was to be completed before November, 2015. However, status report of the quarter ending December, 2015 reveals that only 44.54% of pension accounts were seeded which slightly increased during january & February 2016. As on 04.03.2016 48.80% of total pension accounts have been seeded which is much below the target of hundred percent seeding.

Further the status report of Aadhaar seeding for quarter ending September, 2015, December, 2015 and period endind 4th March, 2016 reveals that only eight banks have shown further progress with reference to the status report of September,2015. As this is continues process and should not be stopped, Banks should pursue the matter with pensioners by making them aware of the benefits of registering their Aadhaar numbers to banks so that they voluntarily register their Aadhaar numbers with banks. Banks should invariably send weekly progress reports to CPAO on each Friday as already advised to them.

Therefore, all the banks are advised to make further efforts to increase the Aadhaar seeding of Pensioners accounts. It may also be ensured that for all fresh PPOs having Aadhaar numbers, sent from CPAO, Aadhaar seeding of pensioners account with Aadhaar number is done.

Further, the status of seeding of Aadhaar numbers may invariably be shown in the e-scrolls, Format-F and updated master data.

Jeevan Pramaan - A Hit With Pensioners

Press Information Bureau

Ministry of Communications & Information Technology

Jeevan Pramaan -  A Hit With Pensioners

Jeevan Pramaan (https://jeevanpramaan.gov.in/) provides a big relief to all pensioners. A pensioner can now digitally provide Annual Life Certificate to the authorities for continuity of pension instead of presenting himself physically or through a Life Certificate issued by specified authorities every year. Lakhs of pensioners on various schemes are already benefitting from it.

Launched by the Prime Minister on 10th Nov 2014, nearly 12.5 Lakhs pensioners have registered for Digital Life Certificate (DLC) in about a year. Interestingly the enrolled pensioners come from different districts of the country showing the interest the facility has generated all over the country including in far flung rural and hilly districts. Started with Civil pensioners of Central Government only, several other pensioner schemes have adopted Jeevan Pramaan and provide this facility of Digital Life Certificate to these pensioners. Presently apart from civil Central Government employees, Defence services, Employees’ Provident Fund Organization (EPFO), Post Offices, Railways, Defence Pensioners Disbursement Office (DPDOs), several PSUs including Mumbai Port Trust, Chennai Port Trust and New Delhi Municipal Council are providing this service.

State Governments have also recognized the potential of Jeevan Pramaan and adopted the service. State Governments of Haryana, Himachal Pradesh, Telangana, Madhya Pradesh, Maharashtra, Punjab, Pondicherry, Odisha, Andaman & Nicobar, Rajasthan and Jharkhand have already started providing these services.

Jeevan Pramaan service is provided by NIC through a Central Portal developed on Open source. The platform is highly scalable. Developed using in-house manpower, the portal has been developed and maintained free of cost to all the user agencies and is also free for pensioners.

In Jeevan Pramaan a pensioner can digitally show that he or she is alive using his/her biometrics. Biometric devices are available in CSC’s, Bank branches, Pensioner associations, Govt. offices etc. More over any citizen can also purchase a finger print scanner and do the identification from home. A typical finger print scanner currently costs around Rs. 2600/- only and the prices are expected to come down in future. The usefulness of Jeevan Pramaan will increase even further as the biometric authentication device gets integrated with mobile phones.

All pension disbursing organizations, which have a requirement of periodic life certificate to continue disbursing pension are welcome to join this free offering.

For more details they are required contact Ms Nandita Chaudhri, DDG, NIC (Email: )

No proposal to discontinue the Digital Life Certificate for the Pensioners

There is a report in a section of press that while inaugurating an Awareness Workshop on the online Pension Sanction and Payment Tracking System “BHAVISHYA”, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances and Pensions, Atomic Energy and Space, Dr Jitendra Singh said that the practice of submitting Digital Life Certificate for continuation of pensions will soon be done away with.

Strongly rebutting the report, it is stated that Union Minister Dr Jitendra Singh has never ever expressed any opinion on the issue at any platform and, therefore, the question of having made such a statement does not arise at all.

It is clarified that, as of now, the government has no proposal to discontinue the Digital Life Certification for the pensioners.

It is to be stated that “Jeevan Pramaan” – a facility for submission of digital of life certificates by pensioners has been launched in November 2014. This is a voluntary facility provided in addition to existing provisions available for submission of life certificates. Till date 9,62,910 Digital Life Certificates have been furnished by pensioners.

Aadhaar-based biometric verification system – Jeevan Pramaan

Government of India
Ministry of Personnel, P.G. & Pensions
Department of Pension & Pensioners’ Welfare

Message

In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting bank or any other pension disbursing agency for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers and laptops or by visiting a conveniently located Common Service Centre. Further, banks will ensure authenticity of pension and other payments by linking Aadhaar number with bank accounts and PPO numbers.

3. All the pensioners/family pensioners are, therefore, advised to get themselves and their family members registered for Aadhaar and furnish this information to the Pension Disbursing Authority. This exercise may be completed at an early date so as to avoid inconvenience at the time of submission of Life Certificate in November, 2015.

4. For further details please visit https://jeevanpramaan.gov.in.
