MEMORANDUM

Sub :- Transfer policy of Inspecting Officials [S.I. of Schools, A.I. of Schools in W.B.Sub.E.S. & D.I./A.D.I. of Schools and ADSE in WBES] under this Department.

   The undersigned is directed to say that the proposal for making the transfer policy of Inspecting Officials i.e. S.I. of Schools & A.I. of Schools in W.B. Sub. E.S. and A.D.I./D.I. of Schools and ADSE in WBES under this Department is active consideration of this Government for sometime past.

   After careful consideration in the matter, the undersigned is directed by order of the Governor to say that the Governor has been pleased to make the transfer policy of the aforesaid Inspecting Officials in the following manner:-

A. The entire State is divided into two zones namely Zone-I and Zone-II.


Zone-I consists of the following Districts or part of the Districts:-

   Darjeeling (including Educational district of Siliguri), Jalpaiguri, Coach Behar, Dakshin Dinajpur, Uttar Dinajpur, Belpahari Block, Binpur Block, Lalgarh Block, Goaltore Block, Salboni Block, Jamboni Block and Jhargrarm Block of Paschim Medinipur, Ranibandh, Barikul, Sarenga, Raipur & Simlapal Blocks of Bankura and Bundwan, Kotshila, Barabazar, Balarampur, Jhalda, Joypur, Boro, Bagmundi and Arsha Blocks of Purulia, Pathar Pratima, Gosaba, Sagar and Kultali Block of 24-Parganas (South) and Sandeshkhali and Hingalgunj-II Blocks of 24-Parganas (North).

Zone-II consists of the following districts and part of the Districts:-

   Murshidabad, Malda, Nadia, Birbhum, Hooghly, Howrah, Purba Medinipur, Burdwan and the remaining part of Paschim Medinipur, Bankura, Purulia, 24-Parganas (South) and 24-Parganas (North).

   B. (i) An Officer in the rank of S.I. of Schools is to be posted first either in Zone-I and Zone-II on the basis of his/her residential address. If his/her residential address is in Zone-I, he/she should be posted in Zone-II or vice-versa and his/her prayerfor transfer will be considered only after completion of his/her service at least five years in the same Zone.

   (ii) After minimum service of 10 (ten) years in Zone-I and Zone-II take together an incumbent in the rank of S.I. of Schools will be eligible for being posted in his/her home district or the place where his/her spouse is posted.

   (iii) In case of the posting of A.I. of Schools, the same process of the posting of S.I. of Schools will be followed, but prayer for transfer of an incumbent will be considered only after completion of 03 (three) years of his/her service in the rank of A.I. of Schools in the same zone, and after minimum period of service of 06 (six) years in both the zone taken together an Officer is eligible for being posted in his/her home district or the place where his/her spouse is posted.

   (iv) In case of WBES Officer [i.e. A.D.I./D.I. of Schools and ADSE] will be posted first in any district according to administrative need of Government and his/her prayer for transfer will be considered only after the incumbent has served in same post for at least three years of service and none of them will be posted for more than three years in the same post. For posting in home district or choice of posting of an Officer will be considered when two years of his/her service is left from the age of superannuation.

   C. Besides, any officer may be transferred to any place at any time for the necessity of administration at the discretion of administrative authority or if any departmental enquiry is initiated.

   This order will take immediate effect and will be applicable to all existing Inspecting Officials.

   This has approval of the Hon’ble Minister-in-Charge of this Department.
