ORDER
As per the Government Order read as 1st paper above, Educational Allowance @ Rs.500/- per month per child for maximum of two children have been sanctioned to the State Government employees working in State Government Offices in New Delhi. The Resident Commissioner in his letter read as 2nd paper above has sought guidelines for the disbursement of Educational Allowance.
Government have examined the matter in detail and are pleased to issue the following guidelines for the disbursmcnt of Educational Allowance.
a) The Educational Allowance shall be disbursed @ Rs. 500/- per month per child subject to the maximum of two children.
b) Educational Allowance shall be admissible to those parents having school going children from classes nursery to 12th, including 11th and 12th held by junior colleges or schools affiliated to Universities or Board of Education.
C) Educational Allowances shall be disbursed along with salary subject to the production of certificate from the Head of Institution in which the students are studying, provided that those institutions should be situated with in the geographical area of NCT of New Delhi.
d) Certificate as stated at clause (c) shall be submitted for claiming allowances for each academic year, academic year means 12 months of complete academic year.
e) A formal sanctioning order by controlling officer shall be issued. The sanction shall be renewed in every academic year.
f) If both the parents are employed in New Delhi, only one of them may be sanctioned the allowances, subject to the production of declaration of Non- claiming the same from the spouse.
g) Educational Allowance shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the Educational Allowance shall not be stopped.
h) The annual ceiling fixed for Educational Allowance shall be Rs. 6000/- per child.
i) Educational Allowance shall also be admissible to a Government servant while he/she is on eligible leave.
j) Educational Allowance as stipulated at para 39 of the Government Order read above shall not be claimed along with this allowance.
k) Date of effect of this order shall be from 01.02.2011.
