Central govt offices to remain closed on April 13

   In view of the forthcoming Assembly elections, Central government offices in Tamil Nadu will remain closed on April 13, the day of the polls.

   As per the DoPT OM No12/14/99 dated 10—10—2001 all the Central Government offices shall remain closed on April 13, a release from Central Government Employees Welfare Coordination Committee said.

   The day following the day of the elections, April 14, has also been declared a holiday in view of Dr B R Ambedkar’s birth anniversary, the statement added.

   Tamil Nadu along with Puducherry and Kerala goes to polls on April 13.

Haryana increases DA for state govt employees to 51 pc

   Chandigarh, Mar 31 (PTI) Haryana Finance Minister Ajay Singh Yadav today announced to enhance the rate of Dearness Allowance (DA) payable to the State Government employees from existing 45 to 51 per cent and it would be given in cash with effect from January 1, 2011. Yadav said an increase of six per cent has been made in the dearness allowance of Haryana Government employees on the pattern of central Government employees. He said that by giving the dearness allowance from January 1, 2011, the state exchequer would bear a burden of Rs 30 crore per month and Rs 420 crore up to the close of next financial year.

Up Remains Most Populous State With 199 Million

Overall Sex Ratio Reaches 940 – 7 Points Increases Over 2001

Literacy Rate Goes up to 74.04 Percent from 64.83 Percent

   The population of the country as per the provisional figures of Census 2011 is 1210.19 million of which 63.72 million (51.54%) are males and 586.46 million (48.46%) are females. The provisional figures of Census 2011 were released in New Delhi today by Union Home Secretary Shri G.K.Pillai and RGI Shri C. Chandramouli.

   The major highlights of the Census 2011 (Provisional figures) are as under ;-

   The population of India has increased by more than 181 million during the decade 2001-2011.

   Percentage growth in 2001-2011 is 17.64; males 17.19 and females 18.12.

   2001-2011 is the first decade (with the exception of 1911-1921) which has actually added lesser population compared to the previous decade.

   Uttar Pradesh (199.5 million) is the most populous State in the country followed by Maharashtra with 112 million.

   The percentage decadal growth rates of the six most populous States have declined during 2001-2011 compared to 1991-2001:

• - Uttar Pradesh (25.85% to 20.09%)
• - Maharashtra (22.73% to 15.99%)
• - Bihar (28.62% to 25.07%)
• - West Bengal (17.77 % to 13.93%)
• - Andhra Pradesh (14.59% to 11.10%)
• - Madhya Pradesh (24.26% to 20.30%)

    During 2001-2011, as many as 25 States/UTs with a share of about 85% of the country’s population registered an annual growth rate of less than 2% as compared to, 15 States/UTs with a share of about 42% during the period 1991-2001.

   15 States/UTs have grown by less than 1.5 per cent per annum during 2001-2011, while the number of such States/UTs was only 4 during the previous decade.

   The total number of children in the age-group 0-6 is 158.8 million (-5 million since 2001)

   Twenty States and Union Territories now have over one million children in the age group 0-6 years. On the other extreme, there are five States and Union Territories in the country that are yet to reach the one hundred thousand mark.

   Uttar Pradesh (29.7 million), Bihar (18.6 million), Maharashtra (12.8 million), Madhya Pradesh (10.5 million) and Rajasthan (10.5 million) constitute 52% children in the age group of 0-6 years.

   Population (0-6 years) 2001-2011 registered minus (-)3.08 percent growth with minus (-)2.42 for males and –3.80 for females.

   The proportion of Child Population in the age group of 0-6 years to total population is 13.1 percent while the corresponding figure in 2001 was 15.9 percent. The decline has been to the extent of 2.8 points.

   Overall sex ratio at the national level has increased by 7 points to reach 940 at Census 2011 as against 933 in Census 2001. This is the highest sex ratio recorded since Census 1971 and a shade lower than 1961. Increase in sex ratio is observed in 29 States/UTs.

   Three major States (J&K, Bihar & Gujarat) have shown decline in sex ratio as compared to Census 2001.

   Kerala with 1084 has the highest sex ratio followed by Puducherry with 1038, Daman & Diu has the lowest sex ratio of 618.

   Child sex ratio (0-6 years) is 914. Increasing trend in the child sex ratio (0-6) seen in Punjab, Haryana, Himachal Pradesh, Gujarat, Tamil Nadu, Mizoram and A&N Islands. In all remaining 27 States/UTs, the child sex ratio show decline over Census 2001.

   Mizoram has the highest child sex ratio (0-6 years) of 971 followed by Meghalaya with 970. Haryana is at the bottom with ratio of 830 followed by Punjab with 846.

   Literacy rate has gone up from 64.83 per cent in 2001 to 74.04 per cent in 2011 showing an increase of 9.21 percentage points.

   Percentage growth in literacy during 2001-2011 is 38.82; males : 31.98% & females : 49.10%.

   Literates constitute 74 per cent of the total population aged seven and above and illiterates form 26 per cent.

All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for The Month of February, 2011

    All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of  February, 2011 decreased by 3 points and stood at 185 (one hundred and eighty five).
            During February, 2011, the index recorded decrease of 9 points in Bangalore centre, 8 points in Warrangal centre, 7 points in Coimbatore centre, 6 points in 4 centres, 5 points in 12 centres, 4 points in 8 centres, 3 points in 13 centres, 2 points in 19 centres and 1 point in 9 centres. The index increased by 2 points each in Quilon, Jalandhar and Munger Jamalpur centres, 1 point each in Darjeeling and Sholapur centres, while in the remaining 5 centres the index remained stationary.
                 The maximum decrease of 9 points  in  Bangalore centre is mainly on account of decrease in the prices of Rice, Wheat, Onion, Vegetable & Fruit items, Flower/Flower Garlands, etc. The decrease of 8 points in Warrangal centre is due to decrease in the prices of Rice, Eggs (Hen), Onion, Vegetable & Fruit items, etc. The decrease of 7 points in Coimbatore centre is due to decrease in the prices of Rice, Eggs (Hen), Onion, Vegetable & Fruit items, Flower/Flower Garlands, etc. The increase of 2 points in Quilon, Jalandhar and Munger Jamalpur centres is the outcome of increase in the prices of Rice, Wheat, Wheat Atta, Firewood, Washing Soap, Electricity Charges,  etc. whereas, the increase of 1 point in Darjeeling and Sholapur centres is due to increase in the prices of Rice, Wheat, Wheat Atta, Mustard Oil, Repair Charges, etc.
            The indices in respect of the six major centres are as follows :

Payment of Dearness Allowance to Railway employees – Revised rates effective from 01.01.2011.

Sub. : Payment of Dearness Allowance to Railway employees – Revised rates effective from 01.01.2011.

   Please refer to this Ministry’s letter of even number dated 22.09.2010 (S.No.PC-VI/227, RBE No.139/2010) on this subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 45% to 51% with effect from 1st January, 2011.

   2. The provisions contained in Paras 3,4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No.PC-VI/3, RBE No. 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

   3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The payment of arrears of Dearness Allowance for the months of January and February, 2011 shall not be made before the date of disbursement of salary for March, 2011 and no honorarium is payable for preparing separate bill for this purpose.

   4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

ORDER:

In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance to State Government employees as detailed below:-

   2. The Government of India in its Office Memorandum second read above has now enhanced the Dearness Allowance  to its employees from 45% to 51% with effect from 1st January, 2011.

   3. Following the orders issued by the Government of India, the Government sanction the revised rate of Dearness Allowance to the State Government employees as indicated below:-

   4.  The Government also direct that the above increase in Dearness Allowance shall be paid in cash with effect from 01.01.2011.

   5. The payment of arrears of Dearness Allowance for the months of January and February, 2011 shall not be made before the date of disbursement of salary of March, 2011.  While working out the revised Dearness Allowance, fraction of a rupee shall be rounded off to next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise.

   6.  The Government also direct that the revised Dearness Allowance sanctioned above, shall be admissible to full time employees who are at present getting Dearness Allowance and paid from
contingencies at fixed monthly rates.  The revised  rates of Dearness Allowance sanctioned in this order shall not be admissible to part time employees.

   7.  The revised Dearness Allowance sanctioned in this order shall also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies,
employees governed by the University Grants Commission/All India Council for Technical Education scales of pay, the Teachers/Physical Directors /Librarians in Government and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Makhal Nala Paniyalar, Panchayat Assistants/Clerks in Village Panchayat under Rural Development and Panchayat Raj Department.

   8.  The expenditure shall be debited to the detailed head of account `03. Dearness Allowance' under the relevant sub-minor, submajor and major heads of account.

   9.  The Treasury Officers / Pay and Accounts Officers shall make payment of the revised Dearness Allowance when bills are presented without waiting for the authorization from the Principal
Accountant General (A&E) Tamil Nadu, Chennai-18.

Subject: - Promotion of Private Secretary (PS) of CSSS to Principal Private Secretary (PPS)of CSSS on ad-hoc basis.

   The sanction of the President is hereby accorded to the appointment of 543 regular PSs of CSSS whose names are given in the annexure to this O.M. to the post of PPS of CSSS in the scale of Rs. 15600-39100 + Grade Pay Rs. 6600 on ad hoc basis for a period upto 30.09.2011 or till the posts are filled up on regular basis or until further orders, whichever is earlier and to nominate them to the cadre units shown against their names for appointment as PPS.

   2. The ad hoc appointment of these officers shall take effect from the date they assume charge of the post of PPS. The cadre units where the above mentioned officers are presently working are requested to relieve them immediately under intimation to this Department after ensuring that no vigilance case is either pending or being contemplated against them.

   3. Posting/transfers of PSs, on their ad hoc promotions, are made in accordance with the Rotation Transfer Policy for CSSS personnel. The PSs who have served more than 7 years in a Ministry/Department, have been transferred, however officers who have less than 2 years’ of service for superannuation, have been retained in their exiting Cadre Units. Further, requests for retention of some PSs who are working in the offices of Secretaries to the Government of India are under consideration and as such these PSs have been retained in the same cadre units, subject to the availability of vacancies, till a decision is taken for their final posting.

   4. The appointment of these officers to the grade of PPS is purely on ad hoc basis and shall not confer on them any right to continue in the grade indefinitely or claim seniority in the grade of PPS.
