Akashdeep: An IAF – IGNOU Program to Enable One Lakh Airmen Achieve Graduate Status in Service

Addressing professional certification needs of higher learning of its personnel below officers rank including recognition of ‘in service’ training, Indian Air Force (IAF) yesterday, signed a Memorandum of Understanding (MoU) with Indira Gandhi National Open University (IGNOU), launching ‘Akashdeep’– a project registering existing airmen training institutes as Community Colleges enabling all serving airmen to obtain a Bachelor’s degree within 8-13 years of their service.

The MoU allowing conferring of educational certifications to airmen and NCs (E) (Non Combatants) (Enrolled) within the parameters laid down by IGNOU for Community Colleges was signed by Air Officer-In-charge Personnel, Air Marshal KJ Mathews on behalf of IAF and by IGNOU Vice Chancellor, Prof. V.N. Rajasekharan Pillai in the presence of the Chief of the Air Staff, Air Chief Marshal PV Naik, senior IAF, IGNOU Officials and the MoU beneficiaries – IAF Airmen and NCs (E).

Under the arrangements, the two modules of the Joint Basic Phase Training (JBDT) will enable airmen to earn credit points that would be transferred to IGNOU for completing their Certificates, Diplomas and Associate Degrees in Arts, Science, Commerce, Business Administration, Hotel Management, Hospitality services, Medical services, Para Medical Sciences, Office Management, Automobile Trade performing skill, Music, Instrument Music. Subsequent to this, an airman can enroll for a one-year distance learning programme with IGNOU leading to award of Bachelor’s Degree.

For the non-combatants, the basic trade training imparted at IAF Training Institutes will make them eligible for award of Certificates in their respective trade by IGNOU. The launch of the project will immediately benefit nearly one lakh IAF personnel who will, on completion of the syllabus receive a Degree from the National University that has the potential to transform their post-retirement life besides helping them prepare for competitive jobs.

Presently, the entry level qualification requirements for airmen in IAF is 10+2 in Group-X and Y trades (Technical and non-technical trades), and Class-X for Group-Z trade (Musicians). For NCs (E), the minimum educational qualification requirement is also Class-X. However, individuals who did not complete 10+2 examination prior to joining the IAF can undergo a bridge programme of one semester before qualifying for registration to the Associate Degree.

Better qualified human resources will help IAF in gainful utilization of its resources. The programme, while validating IAF training curriculum is also one among the several welfare measures for its personnel. Project Akashdeep also signifies IAF’s association with sky and its quest for knowledge.

Reference is invited to this Department’s Office Memorandum of even no. dated 23 July 2010 on the above subject.

2. The foreign deputation of officers of the level of Joint Secretary and below exceeding five days have been exempted from Screening Committee of Secretaries (SCOS) procedure vide the OM referred to above. However, scOs procedure has been retained in respect of foreign deputation proposals where the number of members exceeds five, irrespective of the level.

3. Consequent to the issue of the above OM, clarifications have been sought from this Department as to whether the SCOS procedure is applicable to delegations where the size exceeds five in number but where the expenditure on the visit of 5 or less members is borne by the Government of India.

4. In this connection, it is clarified that the SCOS approval will not be required in respect of cases where the delegation consists of officers of the level of Joint Secretary and below and expenditure in the case of only 5 members or below is borne by Government of India although the overall size of the delegation may exceed five.

Public Provident Fund (Amendment) Scheme, 2010

New Delhi, the 7th December, 2010

G.S.R.956(E).-In exercise of the powers conferred by sub-section (4) of Section 3 of the Public Provident Fund Act, 1968 (23 of 1968), the Central Government hereby makes the foliowing Scheme further to amend the Public Provident Fund Scheme, 1968, namely :-

1. (1) This scheme may be called the Public Provident Fund (Amendment) Scheme, 2010.

(2) It shall come into force on the date of its publication in the Official Gazette.

2. In the Public Provident Fund Scheme, 1968 in paragraph 9, in sub-paragraph (3), after the proviso, the following proviso shall be inserted, namely :-

“Provided further that an account opened on behalf of a Hindu Undivided Family prior to the 13th day of May, 2005, shall be closed after expiry of fifteen years from the end of the year in which the initial subscription was made and the entire amount standing at the credit of the subscriber shall be refunded, after making adjustments, if any, in respect of any interest due from the subscriber on loans taken by him. In the case of accounts opened on behalf of Hindu Undivided Family, where fifteen years from end of the year in which initial subscription was made, has already been completed, they shall also be closed at the end of the current year, i.e. the 31st day of March, 2011 and the entire amount standing at the credit of the subscriber shall be refunded, after making adjustments, if any, in respect of any interest due from the subscriber on loans taken by him.”

Attention is invited to Board’s letters quoted above delegating powers to the General Managers and other Heads of Organisations directly controlling allotment of quarters to railway servants for sanction of House Rent Allowance in accordance vith the prescribed conditions to the categories of railway employees specified therein. This delegation of powers was valid upto 31-3-2010.

2. The question of renewing this delegation of powers beyond 31.3.2010 has been engaging the attention of the Board. On the basis of the reports received from the Zonal Railways and Production Units, the matter has been considered and the Board have decided to renew the sanction contained in para 5 of their letter dated 16.5.1988 ibid and as amended modified from time to time, w.e.f 1-4-2010 upto 31-3-2017 whereafter the question of renewing this delegation will be considered by the Board and a fresh sanction, if necessary, issued on the basis of reports received from the General Managers etc. Directly controlling allotment of quarters, in regard to the position of availability of railway accommodation under their control.

3. In case at any point of time it transpires that some accommodation is likely to remain vacant/un-occupied due to lack of demand, it should be made compulsory to submit applications for such types where there is surplus accommodation, and consequently, the employees entitled for such types would not be eligible to draw House Rent Allowance.

4. This delegation is also subject to the over-riding condition that these orders are liable to be withdrawn/modified at any time during this period, if it is considered necessaiy by the Board to do so.

5. This has the approval of the President and issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Avadi health facility lacking in basic amenities

The Central Government Health Scheme (CGHS) facility at the Heavy Vehicles Factory campus in Avadi is the nearest for hundreds of beneficiaries even in far-off places such as Poonamallee, Tiruvallur and Arakkonam. The dispensary was established in 2006 to cater to around 13,000 beneficiaries but lacks basic facilities and doctors.

Until a year ago, it had three doctors but now there is only one doctor and a specialist visits once a week. To reduce the burden on the doctors, only 100 patients are issued tokens a day. Previously, 350 patients used to come to the facility every day.

As a result, elderly patients, many of whom suffer from heart problems, diabetes and other chronic ailments, have to leave home as early as 5 a.m. to reach the health centre by 7 a.m. Since priority is accorded to those who are in service, the patients have to wait sometimes until noon to see the specialist. “They issue tokens to see the doctor. If we are late, then we must come back another day,” said C.Murugan.

Patients requiring further treatment are referred to CGHS hospitals in K.K. Nagar or Anna Nagar.

Consumer activist and resident of Pattabiram T. Sadagopan's queries under the Right to Information Act in this regard elicited the information that the Chief Medical Officer at the Avadi facility had been directed to ascertain the funds required for constructing a new building, including a laboratory. However, work on the building is yet to commence, says B. Gajapathy, secretary of the Ordnance Factories and Allied Establishment Pensioners' Association.

Noting that the response obtained under RTI stated that the proposal for the new building should be given by September this year or else the request for funds would not be entertained, Mr.Sadagopan said little was known about the status of the project.

According to the members of the Pensioners' Association, no effort seemed to have been made in this direction though the Heavy Vehicles Factory had allotted 4,000 sq.ft of land for the purpose.

Subject :     Modified Assured Career Progression Scheme for the Central Government Civilian Employees - Clarification regarding.

     A joint committee is set up to examine the anomalies pertaining to the Modified Assured Career Progression Scheme (MACPS) vide Department of Personnel & Training O.M.No.11/1/2010-JCA dated 03-05-2010.

2.      During the joint committee meeting it was pointed out by the Staff Side that the word 'new organization' of the last line of para 24 of Annexure-I of MACPS dated 19.05.2009 was not in consonance with the spirit of the Scheme. The issue has been examined and it is clarified that in case of transfer 'including unilateral transfer on request, regular service rendered in previous organization / office shall be counted alongwith the regular service in the new organization / office for the purpose of getting financial upgradation under the MACPS. However, financial upgradation under the MACPS shall be allowed in the immediate next higher grade pay in the hierarchy of revised pay bands as given in CCS (Revised Pay) Rules, 2008. Para 24 of MACPS stands amended to this extent.
3.      The Staff Side also raised an issue on the 'benchmark' for MACP as given in para 17 of Annexure-I of MACPS dated 19.05.2009, which provides that the financial upgradation would be on non-functional basis subject to fitness, in the hierarchy of grade pay within the PB-1. Thereafter for upgradation under the MACPS, the benchmark of 'good' would be applicable till the grade pay of Rs.6600/- in PB-3. The benchmark will be 'Very Good' for financial upgradation to the promotion to the grade pay of Rs.7600 and above. It was pointed out that in some cases the promotion to the next higher grade was made on the basis of 'fitness' as the method of promotion as specified in the relevant recruitment rules, was 'non-selection'. Therefore, such cases benchmarks should not be insisted upon under the MACPS. The issue has been examined and it is clarified that where the financial upgradation under MACPS also happen to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefits under MACPS as mentioned in para 17 ibid, the benchmark for promotion shall apply to MACP also.

4.      All Ministries/Departments may give wide circulation to the contents of this O.M. for general guidance and appropriate action in the matter.

Govt policies dividing labourers, says BMS

Pressing for various demands of the workers, the Bharatiya Mazdoor Sangh (BMS) on Tuesday took out a huge rally in the city. The rally began from the Martyr's Memorial at Government Hostel and culminated at Udyog Maidan which was addressed by prominent trade union leaders.

Addressing the meeting, national general secretary of the BMS, K Laxma Reddy said the central and state governments are adopting double standards on the welfare of workers. Their policy is intended to divide the workers. The central and the state governments had implemented the sixth pay commission to its employees. While the gratuity limit of the government employees had been raised from Rs 3.5 lakh to Rs 10 lakh with retrospective effect from January 1, 2006, the same is not given to the employees of the public sector, he said.

Alleging that the central policy is in favour of the capitalists, Reddy said while the central government had announced a Rs 2 lakh crore package to the industries to tide over the recession, no consideration was given to the workers who have been reeling under an unprecedented price rise and inflation. He said whatever fund has been allocated in the name of social security is like a drop in the ocean.

Dr B K Rai, in charge of the Western region of BMS, charged both the state and central governments with not complying with their own labour laws. The government jobs of permanent nature being given on contract is a violation of the Labour Act. At present, even in departments like power, transport and PHED, the employees were appointed on contract. The government should stop this practice at once, he demanded.

Raj Bihari Sharma, state president of BMS said while the state government had given the sixth pay commission to its employees about three years back, it has failed to enhance the minimum wages of the labourers till now. He said the minimum wages of Rs 130 unilaterally announced by the state government is inadequate and is a cruel joke on the labourers.

BMS state president Prahlad Singh Awana demanded that the people employed as Anganwadi workers , Sahyogini Sathiyon and assitants were being exploited and demanded their regularisation as government employees.
