Ref: Railway Board’s RBE No.147/2017 letter No.E(W)2017/ED-2/3 dated 12/10/2017.

Pursuant to Government decision on the recommendation of 7th Central Pay Commission, the DoP&T vide No.A-27012/02/2017-Estt.(AL) dated 16/08//2017 had issuecd instructions revising the amount for reimbursement of Children Education Allowance and Hostel Subsidy. The Railway Board vide RBE No.147/2017 dated l2th Oct, 2017 has issued corresponding instructions to the General Managers for ensuring payment of Children Education Allowance & Hostel Subsidy at revised rates from 01/07/2017.

On Zonal Railways, the staff are facing much inconvenience on account of non-issuance of proper proforma/format for preferring claims, consequently the reimbursement is delayed and claims continued to remain pending due to queries being raised at different levels. It is further learnt that the Eastern Railway, South Eastern Railway and Central Railway have issued proforma/format which are however not common. Other Zonal Railways have not at all issued proforma for preferring the claims. It has however been found that the Eastern Railway Administration has not only circulated format, but also issued JPO.

NFIR is of the view that it would be necessary to bring reimbursement to avoid delay as well staff grievances
.
NFIR therefore requests the Railway Board to arrange to issue proper format to enable the employees to prefer claims without hassles together with certificate from the Heads of the Institutions. Such uniform format will be advantageous to the Railway Administration as well to staff who are entitled for reimbursement of Children Education allowance/Hostel Subsidy.

New Delhi, Jun 4: Central government employees have been waiting for a hike in minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission or 7th CPC since 2016. Their wait may get over on August 15 as Prime Minister Narendra Modi may announce a hike in minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission and raise in retirement age on the Independence Day, according to a report.
A report published in Sen Times quoted a government official and said that hike in minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission will be announced on the Independence Day. Along with the much-awaited hike, the government is likely to raise the retirement age to 62 years from 60, it added. Recently, Madhya Pradesh government raised the retirement of age of its employees.
“Under pressure from the coming general election due by May 2019, the Modi government has indicated that it may hike pay of central government employees beyond the 7th Pay Commission recommendations, seeking to win the Lok Sabha polls because the government knows one government employees can persuade at least 100 voters for the party,” the official was quoted as saying.
“The two announcements that Prime Minister Modi is likely to make in his speech from Red Fort on 15 August, the Independence Day for central government employees are an increase of pay and the raising retirement age to 62 years from 60,” he added. However, the government, in March, said that it wasn’t considering raising minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission.
“The minimum pay of Rs.18,000/- p.m. and fitment factor of 2.57 are based on the specific recommendations of the 7th Central Pay Commission in the light of the relevant factors taken into account by it. Therefore, no change therein is at present under consideration,” Minister of State Finance, P Radhakrishnan told Rajya Sabha in a written reply.
The 7th Pay Commission had recommended a 14.27 per cent hike in basic pay, raising minimum pay from Rs 7,000 to Rs 18,000 month, which was accepted by the government in June 2016. Since then, central government employees have been asking to raise minimum pay to Rs 26,000 and fitment factor 3.68 times from 2.57 times.

Department of Pension & Pensioners Welfare has clarified vide its ID No. 1/1(5)2018-P&PW (E) 32206 dated 12-04-2018 that family pension at enhanced rates will be payable for 7 years or till the deceased retired government servant would have attained the age of 67 years had he survived, whichever is less, irrespective of type of retirement, date of retirement and age of superannuation applicable in the case of retired Govt. servant. This would equally apply in all Central Civil Govt. Departments/ Offices including Central Armed Police Forces (CAPF) and Medical Officers.

Sir/Madam, 

Please refer to this office earlier even 0.M. No.138 dated 27-11-2017 (copy enclosed) regarding submission of Life Certificates of the pensioner. It is again reiterated that the every year a LIFE CERTIFICATE of the concerned family/disability pensioners is to be sent to this office by the concerned bank branch of the pensioner in the month of November. Two months have passed but this office has not received Life Certificates of some of the pensioners (list enclosed). In the absence of Life Certificate this office will not be in a position to disburse the family/disability pension for November 2017 onwards till the receipt of the same.


Therefore, it is again requested to issue necessary instructions to all the bank branches of your bank for the submission of the Life Certificate of the pensioners to this office immediately either via E-mail I.D. (npsdbs-exp@nic.in) or FAX (No. 011-26162083) or POST so that the family/disability pension can be credited at the earliest and no hardships are caused to the pensioners.

No. 31011/2/2006-Estt.A dated 24.4.2006, 21.05.2007 and 03.12.2007 which stipulates that a non-entitled Government servant is allowed to travel by air while availing LTC provided that the reimbursement made in such cases is restricted to the train fare of entitled class. In this regard, it may be noted that while no fare is charged by Railways for a child below the age of 5 years travelling by train, airlines charge full air fare for child of 2 years of age and above.


2. This Department is in receipt of references from various Ministries/Departments seeking clarification on reimbursement of LTC claim in a situation where a child of a non-entitled Government servant, aged less than 5 years, travels by air on LTC and entitled train fare is claimed by that Government employee in respect of his/her child.

3. The matter has been examined and it is clarified that since children below the age of 5 years are not charged for rail journeys, no reimbursement shall be made in respect of the air journey performed by children, aged less than 5 years, of the Government servants who are not entitled to travel by air on LTC. It may be noted that this provision shall not be applicable for the segments where the air journey has been allowed to the non-entitled Government servants and their families under the special dispensation scheme, existent from time to time.

OFFICE MEMORANDUM
Subject: LTC facilities to the Civilian employees of the Central Government serving in States of the North-Eastern Region, Ladakh region of State of Jammu & Kashmir and in Union Territories of Andaman & Nicobar Island and Lakshadweep Group of Islands — Implementation of recommendations of 7th CPC.

The undersigned is directed to refer to Department of Expenditure’s O.M. No. 11(2)/97-E.II(B) dated 22nd July, 1998, regarding Allowance & Special Facilities for civilian employees of the Central Government serving in States and Union Territories of the North-Eastern Region and in the Andaman & Nicobar Island and Lakshadweep Group of Islands.

2.The aforesaid O.M. provided the option of availing every year Home Town LTC (for self and family) to a Government servant serving in North-Eastern Region, Andaman & Nicobar and Lakshadweep groups of Islands who leaves his family behind at the old headquarters or another selected place of residence, and who has not availed of transfer travelling allowance for family. In addition, two additional passages under “Emergency Passage Concession” is also provided to the employees posted in these regions to enable them and/or their families [spouse and two dependent children] to travel either to the Home Town or the station of posting in an emergency.

3.The Seventh Pay Commission has recommended that splitting of hometown LTC should bellowed in case of employees posted in North East, Ladakh and Island territories of Andaman, Nicobar and Lakshadweep. This will enable these employees and their families to meet more often.

4.Consequent upon acceptance of recommendations of Seventh Pay Commission, it has been decided that a civilian Central Government servant serving in North-Eastern Region, Ladakh region of State of Jammu & Kashmir, Andaman & Nicobar Islands and Lakshadweep groups of Islands, who leaves his family behind at the old headquarters or another selected place of residence and has not availed of transfer travelling allowance for family, shall be provided with the following options for the purpose of LTC:

(I) The Government servant may avail LTC for journey to the Home Town once in a block period of two years and/or one ‘Anywhere in India’ LTC in a block of four years under the normal LTC rules. Or (ii) In lieu thereof, the Government servant may avail the facility for himself/herself to travel once a year from the station of posting to the Home Town or the place where the family is residing and for the family [restricted only to the spouse and dependent children as per the ‘family’ definition of CCS(LTC), Rules, 1988] to travel once a year to visit the Government servant at the station of posting.
5.In addition, Central Government employees and their families posted in these territories shall be entitled to avail of the Leave Travel Concession, in emergencies, on two additional occasions during their entire service career. This shall be termed as “Emergency Passage Concession” and is intended to enable the Central Government employees and/or their families [restricted only to spouse and dependent children] to travel either to the Home Town or the station of posting in an emergency. The two additional passages under the Emergency Passage Concession shall be availed by the entitled mode and class of travel as admissible under the normal Leave Travel Concession Rules.
6.This O.M. will take effect from July 1, 2017.

CBSE to conduct Central Teacher Eligibility Test (CTET) on 16th September, 2018 in 92 cities across the country
The Central Board of Secondary Education will be conducting the 11th edition of Central Teacher Eligibility Test (CTET) on 16/09/2018 (Sunday). The test will be conducted in 92 cities all over the country. The detailed Information Bulletin containing details of examination, syllabus, eligibility criteria, examination fee, examination cities and important dates will be available on CTET official website www.ctet.nic.in w.e.f. 12/06/2018 (Tuesday). The aspiring candidates are requested to download the Information Bulletin from above mentioned website only and read the same carefully before applying. The aspiring candidates have to apply online only through CTET website www.ctet.nic.in. The online application process will start from 22/06/2018 (Friday) onwards. The last date for submitting online application is 19/07/2018 (Thursday) and fee can be paid upto 21-07-2018 (Saturday) before 3.30.p.m.

The All-India CPI-IW for April, 2018 increased by 1 point and pegged at 288 (two hundred and eighty eight). On I-month percentage change, it increased by (+) 0.35 percent between March, 201,8 and April, 2018 when compared with the increase of (+) 0.73 per cent between the corresponding months of-previous year.
The next issue of CPI-IW for the month of May, 2018 will be released on Friday, 29th June, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.
