Sub :- Issue of Special Passes to retired Railway Officers empanelled as Inquiry Officers — Amendment of Schedule VII of Railway Servants (Pass ) Rules, 1986.

   In terms of provisions contained in Item 41 of the Schedule VII attached to Railway Servants (Pass) Rules. 1986, as amended from time to time, retired Railway Officers who are empanelled as Inquiry Officers to conduct departmental inquiries in D&AR cases, may be issued special passes to undertake journeys for conduct of inquiry or for any other associated purposes. The aforesaid pass facility is for self only for travel in the Class in which a serving Railway officer of equivalent rank is entitled to on duty, alongwith provision of an attendant in the Second/ Sleeper Class.

One rank One Pension to the Armed forces personnel.

   Hundred and Forty-second Report on the petition praying for grant of one rank one pension to the armed forces personnel.

   The Committee on Petitions of Rajya Sabha under the Chairmanship of Shri Bhagat Singh Koshyari. MP, presented its Hundred and Forty-second Report to the Rajya Sabha on 19th December, 2011 on the petition praying for grant of one rank one pension to the armed forces personnel.

   2. The Petition was submitted by Shri Sanjay Prabhu and others, resident of Bangalore and countersigned by Rajeev Chandrasekhar, MP, Rajya Sabha.

   3. The Committee during the course of its deliberations interacted with the petitioners, representatives of Departments of Ex-servicemen Welfare (M/o Defence), Expenditure (M/o Finance) and Pensions and Pensioner’s Welfare (M/o Personnel, Public Grievances and Pensions) and some organizations/individuals.

Accepting SMS Sent by IRCTC on Par With Electronic Reservation Slip (ERS) for Undertaking Train Journey on E-Tickets

   In a move to further make Train Reservation Ticketing System passenger friendly, the Ministry of Railways has decided to permit Short Messaging Service (SMS) sent by its PSU, Indian Railways Catering & Tourism Corporation (IRCTC) containing vital details as an instrument on par with the Electronic Reservation Slip (ERS). This has come into effect from 1st February, 2012.

   The mandatory features of the authorized SMS are (a) SMS sent by IRCTC/Railways will be considered for this purpose and (b) The SMS would contain all the vital ticket details like PNR, Train Number, Date of Journey, Class, Name & Number of Passengers, Coach & Seat Number and Fare paid. (c) Also if feasible, the SMS will accommodate the names of all passengers booked on the e-ticket, otherwise maximum number of passengers.

This Department had taken up the issue of covering Group A’ officers of Central Civil Services/posts for Annual Medical Check-up in consultation with the Ministry of Health and Family Welfare and the Ministry of Finance (Department of Expenditure). It has now been decided that Group ‘A’ officers of Central Civil Services/Posts of and above the age of 40 years will be covered by the Annual Medical Check- up scheme. ORDER

   As per Government order read 2nd above, it has been ordered that the Drawing and Disbursing Officer / Self Drawing Officer shall deduct the premium of Rs.200/- per employee from all the categories of employees included in the Scheme, from the salary for the month of November 2011 payable in December and in case of any spill over, the same should be recovered from the salary of December 2011 payable in the 3rd( week of December and remit the same before 31.12.2011 under the head of account “8658 Suspense Accounts. 102 — Suspense Accounts (Civil), 88 — Group Personal Accident Insurance Fund” in respective treasuries.

Govt employees entitled to 7% additional DA from January


Central and state government employees will be entitled to 7 per cent additional dearness allowance (DA) with effect from January 1, 2012.

   This increase is on account of the proportionate rise in twelve-month moving average of Consumer Price Index for Industrial Workers (CPI-IW) as of December 2011, according to Labour Bureau sources. The DA is revised every six months based on this average.

   The employees are getting 58 per cent of basic and grade pay as DA and with 7 per cent increase from this month the DA payable to them would be 65 per cent. Meanwhile, cheaper food items sharply pulled down retail inflation based on CPI-IW to 6.49 per cent in December.

   Inflation based on CPI-IW stood at 9.34 per cent in November, according to Labour Ministry data released today. Meanwhile, inflation based on the food index for industrial workers moderated to 1.97 per cent in December from 7.61 per cent in November.
