ORDER

   In the Government Order read 3rd above, Government have issued orders revising pension in respect of State Service employees and teachers. Pensioners/family pensioners are eligible to get their revised pension/family pension based on the revised scale of pay which came into force with effect from 01.07.2009 vide the Government Orders read 1st and 2nd above. As per para 3.3 to 3.5 of the Government Order read 3rd above, the pre - 01.07.2009 pensioners are eligible to get their pensionl family pension under One Rank One Pension based on the revised scales which came into effect from 1.7.2009.
 In cases where it is not possible to ascertain the revised scale corresponding to the post from which the pensioner retired, revised basic pension is fixed based on the corresponding scale of pay, over successive pay revisions as indicated in Schedule III of the Order read 3rd above.

   In certain departments/posts, two or three hikes in the scale have been given to the corresponding pre - revised scales. In such cases, the corresponding revised scales in Schedule III of the Government Order read 3rd above are not matching with the revised scales in the Pay Revision order. A Large number of representations /enquiries have been received from pensioners and organizations complaining that the corresponding revised scale of the post from which the pensioner retired is not taken into account while revising pension. Hence the Accountant General as per letter read as 4th above has requested to modify para 3 of the Government Order dated 28.02.2011 read 3rd accordingly.

   In the circumstance, Government are pleased to clarify that while fixing revised pension/ family pension, in accordance with the principle laid down in para 3 of the Government Order read 3rd above, Pension Disbursing Authorities shall take into account the corresponding revised scale of pay given in the Schedule of Posts & Scale of pay in Annex XII of Pay Revision Order dated 26.02.2011 and 30.03.2011 read as 1st & 2nd and subsequent modifications thereto. Pay revision order and all the modifications issued thereon will also be available in the website www.finance.kerala.gov.in. In respect of the pensioners coming under the purview of para 3.9 of the Government Order read 3rd the revised basic pension shall be fixed based on the corresponding scale of pay, over successive pay revisions as indicated in Schedule III of the Pension revision order read 3rd above.

   The Government Order read as 3rd paper above stands modified to this extent.
