Relaxation for LTC by Air to visit Jammu Kashmir should have been extended


            The relaxation granted by previous government to central government employees to visit North Eastern Region and Jammu Kashmir by Air have not been extended beyond its period. It is really unfortunate that during the election and the post-election time the concessions for NER and Jammu Kashmir were ended.

         The central government employees have expected that these concessions would be extended for further two more years. Many central government employees are still writing us to know whether this relaxation will be extended or not. But we could not really understand that why the NC JCM didn’t come forward to place the demand for extending this LTC Relaxation before the authorities concerned.

            Initially the Central Government had decided to permit Central Government servants to travel by air to North Eastern Region on LTC with effect from 02/5/2008 vide DOPT Order No. F.No. 31011/4/2007-Estt.(A) dated 02/5/2008. After Completion of two years, this relaxation had been extended beyond 1.5.2010 vide DOPT Order No. F.No. 31011/4/2007-Estt.(A) dated 20/4/2010. Again DOPT issued an order (No: No. 31011/4/2007-Estt.(A) Dated-30/04/2012) to extend this relaxation for NER up to 1/5/2014. Beyond this period no order has been issued by DOPT. So with this two extension, for the past six years the central government employees have been permitted to avail the Relaxation for travel by air to visit NER.

      Whereas, the Relaxation for travel by air to visit Jammu and Kashmir, has been allowed only for four years. The central government employees were permitted to avail this relaxation with effect from 18-6-2010 through DOPT Order  No. 31011/2/2003-Estt.(A-IV) Dated 18/06/2010 and it was extended for further two years beyond the date of 17-6-2012 by the  DOPT Order No. 31011/2/2003-Estt.A-IV Dated 15/06/2012 . As per this order this relaxation ended on 17/6/2014.

     On the grounds of the relaxation extended to NER for six years, the relaxation for Jammu and Kashmir also should have been extended for further two more years beyond the date of 17/6/2014 to complete six years. All the central government employees expect the federations to take up this demand to the appropriate level to get the relaxation is extended again.
