Sub:- Promotion of Group ‘D’ staff (Helper Grade-I and II) in Workshops, Divisions Diesel /Electrical/EMU Loco Sheds and Production Units against Direct Recruitment Quota.

   I am directed to refer to your letter No.AIRF/53(151) dated 01.06.2011, on the above subject and to stat that as the Federation are aware the instructions for diversion of direct recruitment quota vacancies and adding the same to promotion quota as a one time measure for promotion

of Gr. D staff (helpers Gr.l &ll) in workshops, divisions, Diesel/Electric/EMU local Sheds and PUs. Up to 31.07.2007 were issued vide this Ministry’s letter of even number dated 07.08.2006, as per the specific request to that effect made by the staff side in the forum of DC-JCM. Since four years have passed and no reference from any of the zonal Railways have been received by the Board indicating the difficulties, the Federation would appreciate that it would not be justified to further extend the period, after a gap of four years.
