Sub:-Modified Assured Career Progression Scheme-Clarification reg.

   The undersigned is directed to refer to both the federation’s letters i.e. NFIR’s letter No.IV/MACPS/09/pt.3, dated 15-4-2011 and AIRF’s letter No.AIRF/5(96),dated 13/19-4-2011 regarding the demand for ignoring of the promotion earned from CG-II (re-designated as Accounts Clerk) to CG-I (re-designated as Jr. Account Assistant) prior to 1982 thereby declaring the entry Grade for Assistants cadre as CG-I (JAA) for the purpose of MACP Scheme has been examined in Board’s office.

   In this context, it is noted that CG-I/JAA has throughout been a promotional post for CG-II/Account Clerk, and the provision for direct recruitment in both the Grades i.e. CG-II/Account Clerks and CG-I/JAA has existed ever since. Further, the criteria for direct recruitment and condition for promotion from CG-II/Account Clerk to CG-I/JAA was same during the pre-1982 and post 1982 period except for the increase in quantum of direct recruitment in CG-I/JAA. This, however, has no bearing on the regulation of MACP Scheme as it does not alter the equation of feeder and promotional post.

   In view of the above, the demand to treat the promotional post of JAA as entry Grade for Accounts Clerks has not found feasible for acceptance.
